Expression Engine is a base system for managing content, specifically blogs and pages, that supports custom modules. There are a number of modules available from EllisLabs and the Expression Engine Commmunity and we have developed several modules for our clients.
There are personal licenses and commercial licenses to uses this system.
Expression Engine is a browser based Content Management System that can work in a browser from any computer connected to the internet. In contrast other Content Management Systems require a software package to be purchased, and installed on your computer, to edit website content. A good example of a software based Content Management System is <Adobe Contribute>. There are advantages and disadvantages for each style of CMS.
